When the submission is marked [DUPE]

Can someone from the HN team explain to me the exact rules for when a post is marked as DUPE? In my opinion, a post with a link to an article that comments on an event shouldn't be considered a DUPE just because there is another post with a link to a different article commenting on the same event.

Dupe often means duplicate discussion. If you see a dupe, there's usually an ongoing/recent discussion elsewhere already, from a main source or news item. Want to add to the conversation? Share a link in the discussion instead of splitting it up. News stories reporting on the same topic without really adding anything substantial to the discussion are dupes.

With this approach, we could actually mark all posts that comment on or describe the same topic, for example, what an immutable variable in Rust is, as DUPE.
