What strategies do you use to attract traffic on Pinterest?

Same as other socials. Attract followers who are likely to pin your content. Post a lot of content, consistently good content that uploads your brand image. (You have a brand image right?)

Promoting anything on social takes about 100x more effort than most people wish it would take.

It's simple. I see a link to Pinterest, I don't click.
