Consumer voltage monitor with Ethernet syslog or snmp support?

I am looking for a small device I can plug into 120V or 240V split phase power, then SSH or telnet to it, set an upper and lower voltage threshold and a snmp / syslog IP on the local network. It must send an alert if the voltage goes above or below a user-defined voltage and then another alert when the voltage is nominal.

Thus far everything I am finding in the consumer market wants to use the public cloud and a subscription after spending a lot for an optional network card. This device must not talk to the internet, only the local network on an isolated physical network.

I am working with an engineer at the power company to track voltage fluctuations and outages for my neighborhood.

I have an original model Ting Fire sensor I can mail you if you want to have a go at flashing it with something local friendly. Have been trying to find the time to do a tear down, but alas, too much to do.
