Which jurisdiction has least amount of bureaucracy?

I am incorporated within European Union and am starting new online project for international customers. I do not plan on staying in EU because I do not like the environment in here when it comes to regulations, bureaucracy, red tape, taxes, VAT and whatnot.

So I am wondering which jurisdiction is business friendly and worthy considering moving into? It would be also good to have high level of free speech and free press(simply put, government stays out of people's business as much as possible).

PS: please, don't insult me by posting links to Index of Economic Freedom and things like that. And no, I am not seeking tax-free countries or looking for tax avoidance. Taxes are irrelevant to the main question.

PPS: the country/jurisdiction must also be in working order. So no extremes, please.
