Do you need an app to manually clip a video from its transcript?

I often find myself finding tidbits of information in YouTube videos and wanting to share only these as a smaller video with only those passages.I wish there was a way to highlight the transcript (several times ideally!) and have the tool create the video for me with only these passages.Anything?

I don't use YouTube transcript, last time I used it it was not that accurate but I am unsure how good it is now.
Personally I'll just download the video and run it though wisper to get the text, and it also let's me create clips from long talks.
You would probably create a basic python script for this or something.
