Would Google be forcing its VPN on Chrome users?

Recently, I set up a new PC with Windows and installed Chrome. Then, I went to check the speed on fast.com and noticed that the speed was half of my MacBook (both connected via cable). I thought it might be the cable, a bad connection, or something like that. After troubleshooting, I decided to check my IP address online, and to my surprise, it showed Google LLC in São Paulo, about 1500 kilometers from where I live, as my ISP!

I searched through Chrome's settings and found nothing. This doesn't happen in Edge.

Could Google be forcing a VPN by default for a possible MITM?

"I decided to check my IP address online" - that database might be outdated, especially the location. It's hard to pinpoint cloud IP addresses (data centers) to locations. I regularly see some of my website user sending HTTP requests from Google Cloud and later it turned out they used a feature in Google Docs.
