How much would it cost to migrate Twitter to Cloudflare?

I'm from Brazil, and currently, our ISPs are dropping any requests for the Twitter IP range (AS13414 Twitter Inc.) and refusing DNS queries on their servers.If a user is already using Cloudflare DNS (1.1.1.1), wouldn't moving Twitter to Cloudflare make the block unfeasible? What are the downsides from a business perspective to not migrating? How much would it cost to migrate Twitter to Cloudflare?Edit: Yeah, they could just ask Cloudflare to block it, but what if Cloudflare refuses to do so?
