Teach probability theory definitions (only) via a two player game?

I think a major reason why probability theory is difficult is because you need to understand many definitions really well just to get started.

So maybe one can focus on teaching just the definitions via a two player game of some sort? And maybe this could even be done in primary school?

In this way, students would already be very familiar with the definitions from a recreational setting before learning to solve (non-trivial) probability problems.

Could deck builders work for this (Magic, Pokemon, Yu-gi-oh, etc.) if anyone still plays them...?
