Service that ensures policy compliance for Apps

I have seen various posts where services on Play Store or Apple's App Store are removed from listing or stripped of their revenue stating violation of their policy. Is there a market for a service that ensures your builds are compliant? or Is this a tarpit idea?

The policies are not technical specifications as such they are more guidelines interpreted by humans - hence some apps getting through while others fail.How would you provide a service which matches this to advise your own customers ahead of them submitting their apps to Google / Apple?
