The Documentation That Lies?

I've been chasing elastic docs for a few days and sometimes it's either incomplete or outright wrong, you cannot get a working stack locally just for development and showcasing unless you spend a considerable amount of time on it, definitely more that I already had.. is this to steer users to the cloud offerings?
