Is there a program that will TTS translate subs on screen?

Started watching lots of streaming foreign content, but theres subs on screen. Is there a TTS type app that can in real time translate and speak in english?

Try to take a screenshot while you're watching one of those streams. More than likely, there will be a black rectangle where the video is supposed to be. That's DRM. You could say it's the opposite of a11y. It kinda puts the kibosh on your idea. Unless you, say, point a webcam at your screen or something.
