Is there a quality non-Chinese based video editing app?

I noticed that almost all of the top video editing apps in the Android store are based out of China, have privacy policies longer than my arm and collect far more information than seems reasonable. For one of my kids who likes to play around with video I'd like to find a quality video editing app that does not end up shipping all of his/our information halfway across the planet for whatever reasons. Is there such a thing, and what in the opinion of HN's users is the best such app?
