Do on-prem ATS/HRMS software solutions exist anymore?

I work for a non profit company with almost 1000 people with some strict security policies and we are looking into a on-prem HR solution that can be deployed on company's network. A google search returns a lot of options but it is not easy to find a conclusive list. So I ask the hacker news crowd if they have used a HR solution that can be deployed on prem and is simple to manage? We are looking for features with recruitment, talent, time reporting and career management. Does these solutions match some of the better known cloud offerings like ceridian, workday etc?
