Imagine im witnessing an emergency situation happening in another country (lets say via webcam, for instance)...is there a way to alert emergency services overseas?

Some countries have emergency apps that are call-equivalent (e.g. Nora for Germany, but not sure if it's usable outside German IP space).
One could also ask local emergency service providers if they could help, and apparently there's International Direct Dialing (https://en.wikipedia.org/wiki/International_direct_dialing), but dunno if it can be used with these special numbers.
