Are Apple's M-series MacBooks over-powered for ordinary users?

Something about Apple's targeting seems off. On one hand, they have different tiers of M-chips, supposedly for different customer groups. But then they have MacBook "Pros" with 8GB RAM, which is definitely problematic for ordinary users. On the other hand, they offer one of the most efficient and powerful chips, 99% of which ordinary users won't ever utilize.

It'd make more sense if Apple produced MacBooks with at least 16GB/32GB RAM in 3 tiers:

- Offer 75% of their current M-chip power for ordinary users (≥16/32GB RAM).

- Offer 150% of their current Pro chip for mid-power users (≥32/64GB RAM).

- Offer 200% for really pro users (≥64GB RAM).

All I know is my newest Macbook (2+ years old) rarely cuts on the fans with all the browser tabs and programs running. My previous one sounded like a jet engine warming up.
