The question in the springtime when we "lose" an hour would be, with one less hour, what became more important?
(I made a Bach playlist of bucket list pieces I wanted to learn)
Now that many if not most clocks are automatically time synced, my proposal is this:
from January through June, on the first Sunday of every month, move forward ten minutes at 2 AM (local time). From July through December, move back ten minutes at 2 AM on the first Sunday.
This avoids the annoyance of a full hour adjustment all at once (no one is going to get too upset if you are accidentally ten minutes late), your sleep patterns are much less disrupted, and it more closely matches what is actually happening in the sky.
What I want to know is who collects the interest on the hours we're "saving" here, and why don't they pay that back to us?
