What tools to use when creating an AI voice?


I am interesting in learning a bit about this AI engine stuff and I would like to set up my own instance of a voice ai creator.

I am a seasoned software engineer but I have no clue where to start (sure I could Google it but I want your answers instead).

What are your goals for this voice? Speaking, Singing? There are a lot of voices that are already packaged and ready to go such as Amazon Polly, why do you find these deficient? Have you tested any?
