Good Tools for Photo Restoration?

I got some old undeveloped film digitized for my Mom’s birthday, but much of it is damaged/of poor quality. The resolution is low and the images are pretty “washed out.” I can’t help but think this is one thing GenAI should be super good at, but I’ve tried a few tools and been unimpressed with the results. Does anybody have good recommendations for this? Doesn’t have to be Gen AI, but I figured that would probably be the most advanced. I’m willing to pay a little money if it’s a good tool! Also willing to get my hands dirty and run something locally if that’s better.
