Cold water over femoral arteries to cool oneself down?

Does it work and is it any different than running cold water over the whole body?

The generic idea is cooling "pulse points", i.e. places in your body where the blood flow is nearest to the skin.
Surely the femoral artery is one carrying a lot of blood, so cooling it is more "efficient" than whole body or other pulse points (you need less water).
