Can I send a sample PCB to the US without FCC certification?

Question

Basically what the title says. I need to send a nfc reader from Canada to the US for testing (not for sale). I just want to make sure I won&rsquo;t get in trouble with the FCC. I&rsquo;m in the early stages of doing the certification and just don&rsquo;t want to jeopardize that process.

I had the impression you need FCC cert for anything that 'transmit' radio/RF, not receivers...?
