Email solution for vulnerable user (moderation required)?

Question

Looking a solution that offers moderation for both incoming and outgoing messages. Basically nothing can be seen or sent without approval from an admin (such as a parent or caregiver).Ideally something I can self-host, but I'll take anything.

Mailing lists support approval to post, so that would work for one way.Exchange almost certainly has something, as may Apple with the child setup.
