What are these refunded charges from Heroku?

Have just seen a charge from Heroku to my credit card for $26, followed immediately by a refund for the same amount. This is for my personal account.

I’ve also seen the same on our corporate Heroku account for a larger amount of money. What’s going on? Has anyone else seen these charges?
