How to get AWS IP info on hacker

I was hacked by someone who keeps getting into my accounts. Yes, I've changed my passwords, and account names. The original hack over 3 years ago happened through some sort of security flaw in a chromecast stick.

I filed a complaint with the police but they will not help.

Is there some other way to request the information about the AWS IP address account owner?
