Existing tools to automate permission giving process to new employees?

Hi, any tools your company uses or know of, which can automate the permission( GitHub, jira etc) giving process? My company uses a manual system to send mails to manager and then IT support approves it manually. If you know of such tools, is it homegrown or third party tools?
