How can I build a good data development team for Government?

Throwaway account-I am an IT manager for a government organization in the US. I am trying to build a team of database developers.Obviously I cannot match FAANG and corporate salaries. Moreover we are a little behind the curve on tech stack although we are trying to get there.For example most of the work is in Oracle but we are taking early steps to move to AWS but it will start later. What are some tips to find the right candidates who enjoy the job and will not get frustrated in 6 months and leave after months of background check and hiring?
