How do you measure tech debt?

Something rushed out the door without due diligence is technical debt. Too strict deadlines lead to sloppy codebases, and typically no testing was done. Then there's fighting old monolithic codebases that slow everything down like treacle, when a whole new rewrite needs to be done, which is expensive and annoying, and therefore postponed for as long as possible.
