Why this “stupid default” still available on Windows system?

I'm annoyed with the fact that the default Downloads folder on Chrome on Windows is on C drive.

C drive is used for mostly system, application folder, why messing up with Downloads there ?

Because most users only have one drive. So it makes sense to put the Downloads folder inside the user folder inside the only drive the system has.

If you have two drives, then presumably you can find out how to move either the Downloads folder or even the entire user profile directory on to the second drive. The same applies if you have instead partitioned your one disk in some way.

Why name drives after letters of the alphabet? It was never scalable. It was semantically meaningless. Many OSs don't distinguish physical containers from the file structure explicitly. It's so old and creaky and pointless it's breathtaking.
