Anyone else had trouble giving Twitter money?

I'm trying to help a founder friend set up his paid ad campaigns for his startup, to run ads on twitter you now need twitter blue subscription.

When I tried to set up the twitter blue subscription, it said the account isn't eligible for twitter blue because it's not tweeted in the past 30 days, but as you can see here[1] it clearly has.

I emailed twitter support and got a reply that just said the account may or may not be eligible for twitter blue, but they're not able to reply to every support request.

Am I missing something here? Has anyone else had this much trouble giving money to twitter?
