How can software help with disaster prevention?

Whether it's a natural disaster, terrorist attack, disease outbreak, or mental contagion, what can software do to help prevent these kinds of events? Additionally, in what way does software accelerate the occurrence of these issues?

Manual labor is painful for all involved and software can address incredibly repetitive tasks.

One of the largest California wildfires was caused by a little hook swinging back and forth until the metal eroded over 80 years of small back and forth movements.

Software can address this in multiple ways. Software is capable of managing inventory systems and maintenance schedules. Software is capable of estimating fire risk based on satellite imagery to inspect higher risk areas. Software is potentially capable of using drones to visually inspect hooks, if a drone had a solar power supply, it could potentially be programmed to visually inspect power equipment, then rest for a while, inspect and rest, etc.

Evacuation route planning could probably be aided with tech.

Biometrics could potentially measure sickness or disease.

I would be surprised if mental illness did not betray itself in how people write and then could be used to measure precedence and contagiousness across social media.

I forget how the boston bomber was caught, maybe facial recognition against drivers licenses.

If you have specific problems technology can probably aid them and it becomes more of a question of resources and economic trade off.
