Is the “as an AI language model” declaration useful?

Yes it's useful from the OpenAI POV for CYA purposes so that if a journalist quotes the entire response from the chatbot, it gives some self-contained context. It makes it easier for the audience to maintain the belief that the AI language model doesn't think it's a killer robot or whatever if it prefixes every response with "as an AI language model."
