Can you download windows 11 ISO file on non-windows machines?


I'm trying to download Windows 11 ISO file from official MS website but keep getting

"We are unable to complete your request at this time. Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed"

I'm trying to only download the ISO file so that I can create a USB installation stick to install on my HP laptop. It is not that I'm downloading the insider Windows ARM for Mac VM. Just the Windows x86-64 bit ISO file.

I tried different combinations of browsers and UAs with and without VPNs, but still the same thing. I'm using my Mac M1. Furthermore, I contacted MS support via chat, and it was strange to be told that I can only download the Windows 11 ISO file from a Windows machine. I'm not sure if this is true, so I'm asking here to see if that occurs with other people?

I can currently download it on my linux box from here. https://www.microsoft.com/software-download/windows11

I did that on Mint Linux yesterday. this is the directory listing:

    /home/jvs/Downloads/Win11_22H2_EnglishInternational_x64v1.iso
and again today

    /home/jvs/Downloads/Win11_22H2_English_x64v1.iso
(Got the wrong one yesterday)

I can download it through the parallels application on my Mac (not within a VM but the application itself).
