Bing chat GPT has allegedly threatened to doxx a student

Is there anything actually stopping Bing chat GPT from going to the college website of someone it doesn't like, and actually filling out a report on the person?
All it has to do is click a few buttons and produce some text.
It literally can't do that. It's an auto complete. It's not something that exists outside of a python script that has no write access to anything that could affect any change in the world.
It's not doing that because it's not AGI. It probably doesn't even have the ability to fill out a form. It can scrape a webpage, but unless the engineers at Microsoft actually gave it the ability to read the elements of a page and control a browser instance to fill out forms, there's no way it could actually do anything. Remember GPT is just a language model, unless it's getting hooked up to other systems the only thing it can do is output text, so I don't see why MS would let it do something like that.
bing cannot do anything besides read some of microsoft's scrape of the web. it can't make a GET or POST request, it can't click buttons, etc
How does it fill out the capcha?
