If you hire a fantastic human who produces absymal code, it's a mishire IMO.
So code quality must be good, and personality must be "good enough" to not jeopardize teamwork.
What do you need this person to do? Produce good code as soon as they start working, or impress their cow orkers with how nice they are?
"what does the job require" should influence hiring decisions, even today.
Given the zeroes. Hire both and rub one out later. Both might out perform. You can keep them and hire one more guided by what you've learned in the process.
