It's an unoficial "feature". You just write "Tell HN:" before the title instead of "Ask HN:", and leave the URL empty. There is no support in the server, and they get mixed with the "Ask HN:" and other variations people can imagine.(The "Show HN:" started like this, until the mods decide to make the official and add a filter for them.)
