Would this idea for bringing peace on Earth via Martian colonies work?

The idea is that the West would make deals with countries like Russia that in return for changing their ways, they would be among the first to land and live on Mars.And they would be able to work with NASA and SpaceX to make this happen.Would this idea work to bring about peace on Earth?

I think a better idea would be to exile people to Mars, let them build their own spaceships to fly back to Earth in a giant armada, and then let Earth's defenses slaughter them with radar-directed missiles. The last few Martian stragglers who manage to land would be met by well-armed grandmothers. Hardly any Martians would survive. The shame of this event would cause an outbreak of peace on Earth under a new religion.

I think Putin's aim is to restore the USSR's land. I doubt he would trade that for Mars
