This also raises my concern that the model is a snapshot of knowledge in time. Perhaps keeping the model with latest data is very costly?

ChatGPT didn't exist in 2021 or prior, so it isn't surprising that it doesn't have specific information about it in the models. It seems counterintuitive, but remember, it's not actually thinking, and therefore doesn't have the ability to define itself except through the information that it has already modelled.

You can tell it that it is ChatGPT and about the technology and then ask from there.
