Looks like the @TwitterSupport tweet and help section announcing this have now been deleted, but I don't even really understand the thinking for the new policy and policy reversal.

Because it appeared that he was suppressing mentions of Mastodon in tweets, so when that got noticed, there was suddenly a policy, then when the policy got widely mocked, suddenly there was no policy.
