When will ChatGPT become open?

Every third post I read in HN is about chatGPT and how much fun and creativity people are getting out of it. However it's unlikely OpenAI will just release the model like they did with whisper due to the size and commercial constraints. To adapt this technology to different industries like education / healthcare, it needs to be open to experimentation and tinkering.

So I was wondering, when will chatGPT have it's stable diffusion moment? Is it possible for any decent machine to run these kinds of models?
