Asking to speak to a manager regardless of industry is part of the expected process. A manager should be alerted to problems and determine what if anything needs to be done.

Rudeness has more to do with how the message is conveyed. If being tactful, professional, without emotion and stating only facts and observations, then I would suggest it is not rude.

If you’re requesting a manager to let them know how great the food and service was, it’s probably fine.
