I think this is somewhat subjective because some people may relate to some communities more than others based on their background, personality, and skill set. Also communities change, so what may have been great a year ago may not be so great now. Small and new tends to be the most welcoming, large and established not always so much.
I think understanding what interests you should play a major factor as well, for example there are (still) a number of upstart crypto projects that have great communities, but maybe that's not something you are interested in.
