What are some best lighters (with its flint) keep on sparking, quite easily yields fire, even on a rather contradicting / harsh condition such as moisten, wet etc

the cheap disposable Bic is unbeatable. Fancy designs do not work any better; and you can bring 10 or 20 of the cheap disposables for the price of a Zippo or "camp fire starter" or whatever the over engineered thing is called.

For harsh environments, I think the best would be to have the burning material being pushed out with pressure. Gas.
Zippo has a lighter with gas-inset. I remember seeing one without a Firestone, but with a spiral that glows.
I may be wrong about zippo, but can tell you, all the lighters without a Firestone & with gas can be used in full wind and rain. I used them frequently in my young years. Also, they come in handy with lighting up fireworks. Perfect!
When you Google "Sturmfeuerzeug", you'll see pictures as examples. From then on, you can search for a fitting one for you.
