Friends are using outline.com via Google Cloud and Digital Ocean to install, manage, and provide VPN access to people in Iran who are still facing internet restrictions.
$6 buys them 1Tb of monthly traffic, which is enough for 25 people with fair usage.
Any reason why I should suggest they something else?

You could connect to Tor with bridges[0] to hide the fact you're connecting to Tor from your ISP.
