Pilots avoid turbulence due to a variety of factors, including the "terrified passengers suck" effect and also the "ride bumpy, therefore pilot dumb" reputational effect on the pilot's own well-being.

So at the very least it should be made clear that this is either a policy or a passenger's opt-in decision.
