Are Facebook and Google engineers slacking around with little work?

"Zuckerberg noticed that it was getting harder to get all the employees to attend a meeting as they were sometimes taking time out in a day for personal work."

It seems like many smart engineers are hired but not given any real work to perform?! Leetcode can't test for drive and passion?!
