Why do fake channels like these exist in YouTube?

As I was searching for some custom ROM I saw this channel. https://www.youtube.com/c/SmartphoneUpgradeGuide/videosThey just use a stock video and create video for every different phone in the world. I have reported this channel several times and still these exist.

Why are you calling this a fake channel? Fake is a pretty strong label. Do the videos not attempt to answer the questions they supposedly answer? I could see calling it low-quality and SEO driven channel, but I'm not sure if fake is a fair label if it attempts to give accurate information.

Is your goal to get this channel removed? Is that best for the world?
I have no idea if this is true, but what if this channel was put together by some recent high-school graduate who is learning video editing and this is their path forward to practice and get better and better at his craft? Do you just want to kill his motivation and dream or can you just not ignore content you don't like?

Youtube largely doesn't care about low quality channels. In the end, the videos that offer real value will organically get more views. Yes, Youtube bans channels which are spammy, but then they get called a 'censor', so they have to code their algos carefully to accommodate some amount of spam.
