Is there a license to host my content with in that case?
Conceptually I believe the answer would be "yes". The license is just a contract and parties to it are free (within reason) to agree to whatever terms they like. For example, I believe it would be be "valid" to include a stipulation of something like for non-law-enforcement use only.
However, there are also protections against discrimination that my be in play here. For example, I would not place a restriction based on gender, race, or political affiliation on any offering without consulting a real lawyer.
