What we need is a plan that solves the problem.
The current situation is like committing to go to the moon and then deciding to go to New Jersey instead because you can and not even find out how far away the moon is. It gets you nowhere and it feeds the concern people have that the cost of the mitigation is going to be infinite, that it's never really going to be done, that it is a smokescreen for something else, etc.
