From what I can tell, it checks the html's metadata for a canonical link, and compares the link against a list of banned domains, and it probably assigns a quality weight to each domain as well.

The process is a mixture of different processes depending on who writes the reply and which process was chosen by the replier from their repertoire.

What does this even mean? There isn't one single way to evaluate all links, not sure why you'd think that.
