Questions like these always occupy my mind & I love watching videos and listening to podcasts on this topic. I'd love to chat with random people who are curious & would love to learn more about their views.
A website like Omegle would be a perfect fit for this but sadly Omegle is not built for such stuff. So I thought why not make such a site where curious strangers could connect & discuss anything STEM.

I guess yes. When you have a lot of entities you need some organization. Let's call it government.

Nobody is sure, but the current guess based in STEM is that bacteria-like life is very common. Nobody is sure, but perhaps there is another bacteria-like fife in the Solar system that evolved independently. It's far from sure, but it looks possible.
From bacteria-like to human-like there are a few important and difficult steps. Take a look at https://en.wikipedia.org/wiki/History_of_life Photosynthesis? Mitochondria/Eukaryotes-like?, Multicelular?[1], Advanced animals-like[2]? Intelligence? No one is even sure about which are the difficult steps.
So the current guess is that other civilizations are very far away. Communication is difficult and traveling here in a UFO is almost impossible.
