Is Upwork or Fiverr a good platform for gaining professional experience?

We are a startup helping people to upskill or reskill to tech (software / IT). Is doing small freelancing projects through platforms such as Upwork / Fiverr a good way to gain hands-on experience before applying for full-time jobs?
